Vowels can be short or long. A long vowel says its name. A short vowel does not.

When a vowel is followed by just consonants, it usually does not say its name. It makes a short vowel sound instead.

When a vowel is followed by a consonant and a silent e, the vowel says its name. It makes a long vowel sound.

When a vowel is followed by another vowel, the two vowels sometimes make a vowel team. The first vowel in a vowel team says its name. It makes a long vowel sound. The other vowel is silent. Some vowel teams are ai, ee, ea, ie, oa, and ue.
